Have you looked into an automated misting system? They’re not all that difficult – even if your not the handiest with tools.

Setting something up like this on a timer will allow the humidity to come up only at certain times of the day – say for 1-2 minutes every couple of hours. You want periods of dryness so molds and fungus do not begin to grow, yet at the same time it allows for the tegu to get some much needed moisture throughout the day…:-)
I have a blood python and she needs to be kept quite humid also about 60%. Ive found alot of substrates get mouldy. I was advised to try Orchid bark, it doesnt get mouldy and its nice big chunks of bark which dont get stuck to rats when feeding. However it is quite dusty so I soak it befor using it, gets rid of most of the dust which was clogging up my snakes nostrils
It is pricey though.
Sphagnum moss is good to keep the moisture levels up too, you can spray it lots and it holds the water, also makes nice bedding.
cypress mulch or orchid bark
Nothing holds moisture better than sphagnum. If you can maintain it alive, so much the better. A large water dish wouldn’t hurt, either.
